Phil has CEO, COO, Finance, M&A, Commercial, Business Development and Project Management experience from operator groups including Cable & Wireless, Millicom International / Tigo, Digicel and Afrimax Vodafone.

Based in Malaysia, Phil manages Cenerva’s Regulatory consulting business across the Asia Pacific region. With six years of broad Regulatory consulting experience, Phil is involved in many of Cenerva’s Number Portability implementation projects.

Phil also heads Cenerva’s growing Telecommunications Emergency Preparedness practice globally.

He worked previously as the Group Head of Regulatory Affairs for Digicel in highly competitive and challenging circumstances as a new entrant operator in multiple telecommunications markets. Digicel launched and operated mobile, WiMax, cable, submarine cable and broadcasting networks in around 30 countries. He has also worked for Vodafone and the UK telecommunications regulator.

Richard has over 40 years of experience in the design and development of telecommunications services and equipment for tier-1 carriers in Europe, where he led the BT Group’s first network trials of Voice over IP. Most recently he has worked in the Latin-America region, leading core network signalling projects including Number Portability implementation for Liberty Latin America across multiple markets. He founded D-BIT Technology Consulting to address specialist requirements for technology advice across the “Networked ICT” sector and has partnered with the wider Cenerva team on many projects since 2023, ranging from National Disaster Planning and Number Portability to techno-regulatory policy. Richard is also a board-level technical advisor.

Richard has a first-class BSc Honors Degree in Electronic Engineering, is registered with the UK Engineering Council as a Chartered Engineer, is a Fellow of the Institution of Engineering and Technology and is a Senior Member of the Institution of Electrical and Electronic Engineers. He has edited and co-authored two books on Voice over IP and published numerous papers on advanced communications systems and technology.

Turks & Caicos Islands

Working with the TCI Telecommunications Commission, our team implemented a TERM programme of change to improve the telecom sector’s readiness for a national emergency. We reviewed the existing sector regulatory framework, interviewed key stakeholders, established a cross-sector working group, developed a new Telecommunications Emergency Preparation & Response Policy (TEPRP), undertook a public consultation exercise and drafted emergency interconnection agreements.

Tanzania

Working with the GSMA Mobile for Humanitarian (M4H) team, Cenerva provides technical assistance for the development of a Cell Broadcast early warning system in Tanzania; this will align with the ITUs Early Warnings for All (EW4All) initiative.

Key stakeholders from the telecoms sector, the disaster management agencies and various Government departments are being engaged to help develop a blueprint and costing model for the Tanzania solution. The blueprint will then be used in other vulnerable countries to help scope the appropriate Cell Broadcast solution for them.
