James is a founding partner of Cenerva and an acknowledged global expert on number portability. With 25 years’ experience across a variety of senior telecoms roles and consultancy assignments in over 30 countries, James brings extensive international experience to Cenerva.
Steve is a Chartered Engineer and Fellow of the Institute of Measurement & Control with over 35 years of experience in the Process Industries working at a senior level for companies such as Emerson, Siemens, and Honeywell. Steve provides his leadership experience to facilitate the delivery of the TRMC programme for Cenerva.
Richard has over 40 years of experience in the design and development of telecommunications services and equipment for tier-1 carriers in Europe, where he led the BT Group’s first network trials of Voice over IP. Most recently he has worked in the Latin-America region, leading core network signalling projects including Number Portability implementation for Liberty Latin America across multiple markets. He founded D-BIT Technology Consulting to address specialist requirements for technology advice across the “Networked ICT” sector and has partnered with the wider Cenerva team on many projects since 2023, ranging from National Disaster Planning and Number Portability to techno-regulatory policy. Richard is also a board-level technical advisor.
Richard has a first-class BSc Honors Degree in Electronic Engineering, is registered with the UK Engineering Council as a Chartered Engineer, is a Fellow of the Institution of Engineering and Technology and is a Senior Member of the Institution of Electrical and Electronic Engineers. He has edited and co-authored two books on Voice over IP and published numerous papers on advanced communications systems and technology.
James Westby is an associate with Cenerva. With over 25 years’ experience in wholesale Telecoms, working for BT, Orange and CK Hutchison, James brings a wealth of knowledge in the heavily regulated area of Wholesale, being responsible for interconnection and regulation of termination rates; international roaming and compliance to EU regulation; numbering strategy; mobile number portability policy and implementation; and compliance on access to short codes, including emergency calling.
