Portugal’s National Security Office has classified as ‘high risk’ the participation in 5G networks of companies from countries that are not members of the EU, NATO and OECD. The decision of the High Council for Cyberspace Security also excludes companies from countries “where the government exercises control, interference or pressure over its activities in third countries” as well as companies from countries that do not have agreements with Portugal or the EU regarding data, cybersecurity or intellectual property protection. 

Also blacklisted are companies whose production and supply chains are dependent on third parties. 

The restrictions are valid for network equipment, network management systems, wireless access networks, transport and transmission networks and network interconnection systems.
