Prof H Sama Nwana
Prof H Sama NwanaFounding Partner & Principal Consultant
Prof. Nwana, known as H, is a founding partner of Cenerva, and a former Ofcom Group Director. His experience in TMT regulation and sector re-design spans both the UK and emerging markets, and he has supported global players such as Google and Facebook. As the current Executive Director Emeritus of the Dynamic Spectrum Alliance, Prof Nwana is a global expert on spectrum, digital switchover and wireless technologies.
James Wild

James is a founding partner of Cenerva and an acknowledged global expert on number portability. With 25 yearsā€™ experience across a variety of senior telecoms roles and consultancy assignments in over 30 countries, James brings extensive international experience to Cenerva.
Andrew Gorton
Andrew GortonPartner and Principal Consultant
Andrew is a Partner with Cenerva .
Andrew has spent over 20 years working in the private and public sectors on ICT regulation. This includes several years consulting for Cenerva. He worked previously as the Group Head of Regulatory Affairs for Digicel in highly competitive and challenging circumstances as a new entrant operator in multiple telecommunications markets. Digicel launched and operated mobile, WiMax, cable, submarine cable and broadcasting networks in around 30 countries. He has also worked for Vodafone and the UK telecommunications regulator.
Peter Seymour

Peter is an ICT and Payments expert and former Head of Government and Public Sector at the UKā€™s Payments Clearing House. Peter provides Cenerva with expertise and commercial breadth across ICT, procurement, payments and mobile money, switching and portability, and public affairs.
Steve Day
Steve DayPartner and TRMC Lead
Steve is a Chartered Engineer and Fellow of the Institute of Measurement & Control with over 35 years of experience in the Process Industries working at a senior level for companies such as Emerson, Siemens, and Honeywell. Steve provides his leadership experience to facilitate the delivery of the TRMC programme for Cenerva.
Phil Dunglinson
Phil DunglinsonPartner and Principal Consultant
Phil is a highly experienced ICT executive with 35 years of incredibly varied global experience covering 20+ markets in Europe, Africa, Asia Pacific and North America. Phil has CEO, COO, Finance, M&A, Commercial, Business Development and Project Management experience from operator groups including Cable & Wireless, Millicom International / Tigo, Digicel and Afrimax Vodafone.

Based in Malaysia, Phil manages Cenervaā€™s Regulatory consulting business across the Asia Pacific region. With six years of broad Regulatory consulting experience, Phil is involved in many of Cenervaā€™s Number Portability implementation projects.

Phil also heads Cenervaā€™s growing Telecommunications Emergency Preparedness practice globally.

Phil is from the UK, is a qualified Management Accountant (FCMA & CGMA) and holds an MBA from Manchester University.

David Ainsworth

David brings over 25 years of ICT technology leadership in the telecoms sector, having held key senior management positions in Sales, Marketing and Product Management.

He has extensive experience in launching new and transforming existing telecom operations in diverse markets worldwide, including projects across Africa, the Middle East, and Latin America.

Davidā€™s rich international experience made him a frequently called upon resource to apply his expertise at short notice to high pressure commercial situations as a stand-in problem solver.

Dr Martin Koyabe

Senior Project Manager | Lead GFCE-AUC Coordination at Global Forum on Cyber Expertise (GFCE) where Martin is leading coordination and collaboration between the GFCE and African Union Commission (AUC) in developing Cyber capacity and capability building in Africa. Previously Martin was the head of research and consultancy at the Commonwealth Telecommunications Organization (CTO). Martin has over 15 years experience in ICT innovation, research and development.
Dr Charles Jenne

Is a highly experienced international policy and regulatory specialist in the telecoms, energy and utility sectors. He was a senior Director in the Ofcom Spectrum Group, and part of the Ofcom leadership team, for 12 years until end 2018. He has been closely involved in all of the key spectrum policy developments for the UK mobile sector over this time, leading several of the most high profile projects as the sector has transitioned from 2G towards 5G including mobile liberalisation, spectrum trading, auction design, spectrum fees and mobile coverage policy. He has also been a key figure in the development of UK spectrum strategy, leading the most recent Spectrum Management Strategy review in 2014. He also managed Ofcom teams dealing with satellite policy and spectrum licensing. He was previously a partner in PwCā€™s Consulting practice where he was a leading regulatory expert setting up and operating regulatory frameworks in the energy and utility sectors for public and private sector clients in the UK, Europe, US, Africa and Asia.
Dr Sara Nogueira Silva

Sara is a teaching associate at the Microsoft-funded Cloud Legal Project, at Queen Mary University of London (QMUL). She has 20 yearsā€™ experience working in law. For a number of years, she assisted and advised companies from different sectors in her home country, Portugal, in several fields of corporate law. Subsequently, after finishing her Masters, she lectured E-Commerce Law at QMUL while reading her PhD.
Sara’s PhD research focused on autonomy in cyberspace. In particular, she proposes a framework to analyse the complex dynamics between anonymity, the legitimate search of information online (what she called “my search and research”) and the fundamental rights of privacy, data protection, freedom of expression and information.
Johan David Michels

Johan David Michels (known as ā€œDaveā€) is a Researcher and PhD candidate at the Microsoft-funded Cloud Legal Project at Queen Mary University of London (QMUL), and a guest teacher at the London School of Economics (LSE). He has over 10 yearsā€™ experience working in law and policy, including at UK communications regulator Ofcom and at the United Nations in The Hague. He has lectured in IP, e-Commerce, and Information Security and the Law at QMUL and LSE. He has published articles on a range of IP/IT issues, including most recently on cybersecurity law in the European Law Review (with co-author Ian Walden). His PhD looks at the legal protection of digital assets.

Graham is a highly sought after and internationally renowned speaker and lecturer to various global agencies on such topics as VoIP fraud & lawful intercept prevention & planning. Bitek International is member of the Global Cybersecurity agenda High level experts group for the ITU (International Telecoms Union).
Tony Harris

Tony is a former spectrum regulator following 25 yearsā€™ service with the UK Office of Communications (OFCOM) and DTI Radio communications Agency. Career progression led from spectrum monitoring into CEPT and ITU activities in satellite broadcasting regulation and frequency coordination. Latterly, he was Head of Monitoring at Baldock International Radio Monitoring Station near London, responsible for all UK spectrum monitoring activities. Tony became a spectrum management consultant in 2007 working with regulators, industry and the ITU, with a special focus on Africa. His current position is regional business development director in Africa with TCI International Inc. of Fremont, California, a leading manufacturer and global supplier of spectrum management and monitoring systems to spectrum regulators, militaries, security and intelligence agencies. Tony has a first class BSc Honours Degree, is registered with the UK Engineering Council as an Incorporated Engineer and is a Fellow of the Institution of Engineering and Technology.
Tira Greene

Tira is an attorney at law with extensive experience in designing legal and regulatory frameworks, reviewing and drafting electronic communications, trade and commercial laws, and preparing related policies, licences, and legal documents in the ACP region and South East Asia.

She has 16 yearsā€™ experience in ICT Policy and legislation and 20 yearsā€™ experience in drafting legislation.

Dr Kelly Wong

Dr Wong is a Research Scientist at the University of Maryland, where he also lectures on the Comparative & International Cybersecurity Policy, Honors College Cybersecurity Program.
He has 25 years of experience working on the academic, policy, regulation, and implementation frontiers of ICT and digital technologies, as well as being a published author. He is a former president of the Digital Bridge Institute, training institute of the Nigerian Communications Commission. Current projects include developing a decision-support Cybersecurity Policy Toolkit, presented and organized in a distributed web based.
Bob Stewart

Professor Robert (Bob) Stewart is currently the MathWorks Professor of Signal Processing at the University of Strathclyde. He has been a professor at the University of Strathclyde since 2006 and is also a long-standing visiting professor at the University of California, Los Angeles (UCLA) Extension School.

At Strathclyde, Bob is Chair and Head of the Department of Electronic and Electrical Engineering, with more than 55 academic staff and almost 300 researchers.

He has been working on digital communications and software-defined radio in recent years, with a specific interest in radio standards such as LTE, 802.11, and most recently on wireless white space radio utilising TV spectrum frequencies.

Bronagh Kennedy

Bronagh is a highly accomplished senior leader and non-executive director with a wealth of experience across various sectors, including the FTSE100 listed, regulated, retail hospitality and not-for-profit/performance sports sectors.

Her most recent role was Group General Counsel and Company Secretary at Severn Trent Plc, where she also oversaw regulatory compliance and assurance and the Groupā€™s Corporate Sustainability programme. She is currently a Non-Executive Director and Chair of the Remuneration Committee of Treatt Plc, a Trustee of the Canal & River Trust, and an independent advisor to EMR.

Bronagh brings to Cenerva a track record of success at board level and a passion for outstanding customer service, engaged employees, a purpose-driven business culture, and corporate sustainability with genuine impact.

Dr Colin Tucker

Industry heavyweight, Dr Colin Tucker, has had a successful career in the in the telecommunications industry in senior leadership roles, including as COO of Orange plc and Managing Director and Deputy Chairman of 3.

As founding CEO of 3, the first 3G mobile operator in the UK, Dr Tucker developed the role to become the Deputy Chairman of the Hutchison 3G group in Europe.

He brings exceptional insights to open doors to companies, advise management teams, and advise the Board.

Simon Perkins

International CEO and Independent Director with a proven track record in Technology, Infrastructure, and Banking sectors.
Chairman of Board Audit, Risk, and Compliance Committees.

With expertise spanning India, Vietnam, Cambodia, Laos, Philippines, Thailand, Myanmar, Nepal, UK, USA, Australia, Hong Kong, Malaysia, and Singapore, Simon brings invaluable insights into diverse business environments.

Experience in business acquisition includes conducting due-diligence, merger integration, and achieving synergy and scale benefits.
Proficient in business sales, from preparing and presenting Information Memoranda to compiling data rooms and delivering investor presentations.

Simon has successfully led re-financing projects, IPOs, seed capital, venture capital, and bank financing facilities.

Current directorial roles include positions at J-Trust Royal Bank Cambodia and a leading mobile operator in Cambodia.
